There is no leader in the center of the tree. Two stems appear to be spreading apart about three feet from the ground. One has to be shortened or removed so the other can grow into the tree. Low branches should be shortened to "push" more growth into the canopy.

The right hand stem was removed back to the trunk. Some low branches were shortened. Note all the branches that remain along the trunk. This is vital to producing most quality shade trees.
