There is no contact between the bottom of the slab and the soil. The slabs rest on horizontal supports and pilings. Pack the soil enough before adding sidewalk slabs so the space between the top of the soil and the bottom of the slab is too small for rodents to live in. Utilities such as electricity for lights and irrigation can be placed in this space for easy access.
