Clustered branches choking leader

Close-up shows that water and nutrients can not pass to the branches in the center of this cluster because the conducting xylem is cut off from the root system. Outer branches receive most of the water and nutrients from the roots. Water and nutrients simply can not reach the branches in the center. Structurally pruned early in the life of a tree to prevent this structure.
