The root flare (see arrow) is exposed but the top of the root ball is several inches below the landscape soil. In many cases landscape crews will eventually push the soil in the berm onto the root ball. Rain and irrigation will also erode soil from the berm onto the root ball. This buries roots too deep and causes long term tree health problems. If you look closely you can already see some soil that has washed over the root ball.
