most tree liners should have longer low branches

Lower branches on some trees can be cut this short but most tree liners should have longer low branches. Note the aggressive growth occurring at the top of the tree while the low branches are essentially shut down. This is an indication that low branches are not vigorous enough. They were probable shaded from adjacent trees that were spaced too close together.
