Remove hanging and broken limbs first. Reduce broken branches back to a living lateral branch that is about half the size of the broken branch if possible. If there are no living branches about this size close to the break then make a heading cut. Train the sprouts that emerge from the heading cut so that one grows larger than the others by periodically reducing the length of all the others.
