The area below the tree grate and above the root flare is best filled with gravel, not soil, so air can easily reach the root ball. Mulch or soil placed against the trunk can cause problems for the tree.

In the photo above, note that soil and debris has filled the space below the grate. Air has great difficulty penetrating the soil in this situation.
