Poor root system

Three years after planting a one gallon liner into a nursery this large root is circling. It was present as a much smaller root three years earlier and should have been cut at planting. Now the tree is nearly worthless. The one gallon liner was also installed too deep when it was planted. Notice that the soil line (see arrow) is several inches above the top-most roots.
